At turn 12, how does poweewee know the sniper moved up ??

The only thing I can think of is that he moved the heavy over to see if anything was close to his base, and it happened that there was a sniper there. I am not sure why Alvendor moved his sniper that direction, anyway. If he had just moved it along the outside of the map, he could have won the next turn with a move sniper, hit base, move mobi, snipe base. But, he would have also needed to save a wit from the turn earlier, and not moving around so many units.

Definitely a close, to the end battle of wits.
