The one that should actually report the game, it should be the one who won. Anyway, anyone can report it. I didn't mean to be snarky but really told you in a kind way to read the rules since it's normally the first thing you have to do when you participate in a tournament. Asking when the answer is already written in big can be understandable, not listening to someone who tells it to you isn't anymore, and saying the answer is snarky and meaningless is squarely weird.
