tournament director, i got my mind scrambled. Lawtai and i agreed to draw our (repeat!) game because i moved a scrambled heavy. I dunno what kind of precedent it would establish though. :|

Yep. It can attack on its way, as long as the enemy is in range of its attack.

I agree. I'll take account of some o' these rules for a second tourney and let someone else lead it because I am having difficulty leading this one.

I like the "medic shield" to protect your scrambler. Very creative.

Oh sorry so this is the answer to 2.3

So still somewhat confused. If a spawn's covered, is a person able to then use a non-runner/scrambler on the other side of the map and start walking him over to try and uncover his spawn?

If spawn is covered and player has runners or scramblers they can reach spawn faster than heavy, since heavy moves only 2 hex a time. But since hex is hogged- summoned units can move?
I believe that this conclusion is correct:
2.4 all units can move and attack if spawn is hogged.
If we put it like this, it is understandably to me at least. Do you agree?

Looks like I overlooked a post you made about how scrambled medics aren't supposed to spawn block... Which is what i did in my game against awpertunity. You should update your first post with that info.

All pre-deployed units can be mobilized and attack enemy units when a spawn hex is hogged? Hmmm i think so too, but let's have our TD decide.
