You can't move it unless it's for some kind of summon, such as getting a wit space that a runner or scrambler can't get to on the first turn or if you are trying to free a spawn point.

That's not what this says.

If an enemy is able to attack me without moving (the sniper), then I can use my non-runner or non-Scramble unit (soldier).

If you would have to either spawn a runner or use a "summons" unit to reach a wit space, are you required to spawn the runner?

The unit is summoned ONLY if a runner or Scrambler is not able to reach it.

On two spawn maps, if one spawn is covered but not the other one, are you allowed to move/use a non runner/scrambler that isn't adjacent to the spawn? I was assuming no until both were covered.
