I think you just pass, then build one special. So at the end of everyone's second turn everyone will have 1 special and a few extra wits, while no units have been moved.

I guess we don't technically need a bracket. I will update it when I get back home, but the first round is simple, just use the numbers above^^ 1v8, 2v7, 3v6, 4v5. Just need that one more person.
