If someone doesn't invite you to THEIR P1 game by the deadline they are responsible and will get the forfeit right?

This will be similar to not making a move for 2 days. If the game can be completed by Feb 21st, that would be preferred. If by Feb. 3rd they still have not invited you just let me know, and if the game cannot be finished by the 21st you'll get the win.
