Yeah, anytime you move (read: always) your size, mass, and relation to time are all affected. The effect is negligible at velocities observable by the naked eye. This is why classical Newtonian mechanics, which are technically inaccurate, not only were considered accurate for hundreds of years but are still used today.

Do you mean if the earth revolved at the same rate relative to size, or if the velocity at any point of earth's surface was equal to that of any point on an eyeball moving full-speed?
