My brother will look into VPN. But knowing him, he will probably not pay that much for VPN just to play a game. I will try to hook him when he is in Canada for the summer break.

No problem. He really should get one though. $55-85 will give him access to almost the entire interweb for a year. China blocks the stupidest stuff and makes even using Google or Gmail difficult. He'll love being there early June and October when the CCP gets really nervous and virtually shuts down the web.
