In general, boosted runners can be countered by soldiers if they are within 4 hexes away from your spawn points. Invest more on soldiers in case of runner rushes. Playing/being P1 or P2 matters a lot and should be taken into account in planning your strategy. As P2, it be wise into staying into defensive-attrition mode until you have built enough units and wits to launch an all out assault or competent force to attack P1.
