Little question about leagues

Do leagues of 100 within the same tier have different skill levels, like so:

• Fluffy
  - brainless
  - noob
  - noob-like
• Clever
  - under average
  - average
  - above average
• Gifted
  - reasonably good
  

Etc. (promotion from 'noob-like' will get you to 'under average')

Or is it just that each league within the same tier just has a different name?

it just has different names.
