That's because only two teams right now are that good. There's not a set number of supertitans, it's a measure of skill.

That logic doesn't make sense. It goes by hidden skill. Teams at the top cant get better if they're playing against other teams with the same hidden skill.

Actually, they can, if you consistently beat the ones at the top, you can then separate yourself by simultaneously pushing them down and pushing yourself up, as long as you do this consistently then you'll get there, and if you don't, you won't be there.
