2v2 has plenty of time to spawn specials.
What league are you in 1v1? I ask because though I've only played around 100 1v1 games, out of those I've had maybe 5 games where an opponent turtled behind bombshells. Most of my games my opponents are very aggressive. This ranges from Super-Titan to Gifted opponents.
