I take another try.

39-40 people would be saved. 1st one would purely guess what color his face is. He would hint to the second one the color of the latter's face by wording it in such a way:
If the next one is red, "I am (insert guess for himself here)."
If the next one is blue, "My color is (insert guess for himself here)."
So embedded is a auditory clue/translation to the next one what that next person should answer.
40th person is the last so does not really need to be strict with the way he phrases it.
2nd to 40th person would definitely get the correct answer for themselves.

That's a clever one. Okay but now let's say you cannot even do that! You must say just either "red" or "blue" and cannot encrypt anything else into the message by changing your voice or anything.

Is there exactly 20 people red and the other 20 blue? Is it possible that all are of the same color, 40-0?

No it does not have to be exactly 20 red 20 blue. 40-0 is possible too.

No, they are randomly lined up.

You could even say randomly chosen each time. (so the first person doesn't even know who the second person to guess would be)

Touch your own face while the paint is being applied, not yet dry. You see color of paint that rubbed off to your hands. It should be the same as the color on your face.
