id like NPC or The Gamemaker/Gamemaster.
i always imagine him as a superior being(ultra high consciousness level, understands universe) with powers over space(maybe time) and access to multiple dimensions, and so thus, what else to with his superior abilities than manipulate (cute or menacing) creatures to fight in his game....

just my opinion.
though he could be a soldier, or any number of things.
just the devs need to define him....
