It reminds me of the classic Diplomacy game which is also a free-for-all no-luck game: http://en.wikipedia.org/wiki/Diplomacy_(game) This game is interesting in that each player goes in parallel. Parallel turns would also be an interesting variation to outwitters. If you can successfully create a fun new game type, you've made a great investment. Having said that, I will concede that it's a risky investment. All about building alliances while protecting your back. The chat sure would be interesting. Cutting back door deals with each player in the private chat, hoping the others don't figure out your plans. The more I think about this, the more I like it. Are they really my ally, or are they working the another player against me. I think you're on to a stand alone game here.
