Is the league matching algorithm based on division ranking? Because throughout Season 4, I have been matched against players with less skill than the players I was matched up against in Season 3. Shouldn't the match-ups be based on hidden ranking?

From what I understand, the match-up happens based on 2 things. Your hidden rank, and who (of similar skill) is starting a game near the time that you start the game. Whether just before (P2) or Just after (P1).
If you start games at different parts throughout the day, you will be matched up with very different people (unless the people you always get matched up with start a game as well).

It's near instant (5 min or so)
