That makes sense, I love the league system. Online leader boards always seemed so pointless because the people at the top have 10 million points and I'm proud of my 15,000 point score. Splitting it up is a great idea!
The system can match you up with anybody. Divisions are there to give your positioning meaning and leagues are there to give you a sense of skill for yourself and other players.
In order to be promoted from Fluffy to Clever League you will most likely face a few Clever League players to see if you are ready for the higher league for example.

Well the in game Help section says that "Within each tier, players are grouped into divisions of 100 or so competitors."

I'm not yet ranked. But my first placement match, my opponent didn't take his extra wit space. So I did. He surrendered.

Correct, We'll be fixing this early next week (some higher priority fixes in the works for now). Your points and league are working correctly, but the division placement is a bit out of wack, so for now there is just 1 'mega' division for each league.
