The format for the teir winners doesn't really matter but there are plenty of ways to have a double elimination without going 4v5 twice, then 3v4/5, 2 v 3/4/5, and finally 1 v 2/3/4/5. One suggestion would be to have 4v5 as a play-in and then use college baseball's 4-team double elimination format. Or a five person version of the Page system. Whatever works...
