Update to clarify rankings (this has been clarified in the OP) - please use your end of season 3 rankings when you post your registration. If you do not have this then use a prior season and note this in your rego ( Terrence )

Torbreck/Awpertunity, for top 200 rank, you might consider using either the last known rank or the best historical rank. If there are any ties, the date of the rank can be used as a breaker. Or you can just force everyone who wants to be considered top 200 to be league active. Alt accounts could be used if necessary.
Anyway, I think you need to clearly specify how the top 200 rank is determined (for the seeding). You should be able determine it easily by looking at the OSN page for the player.
BTW, in these tournament signups, it might be a good idea to ask for a link to the player on OSN. Then the ranking info is readily available.
