Yea, it seems like half the people I can rep and the other half I cannot. You missed Gfich for instance, but there are others if you check out some other threads.

I think I have it working correctly now. Newbs can't rep or warn, Active Users can +1, Respected Users can +2, and Vets and mods can +3. Let me know if someone you see can't be rep'd or warned, or you can't see their numbers.
