Not for defense, plant scouts a couple spaces out from your defense so you see whats coming at you far in advance.. and weaknesses in your opponents defense.

Having one scout in reserve slightly out in front of your base, keeps your enemy from sneaking in through the fog. Very good, and standard use of a Runner/Scout.
Depends on the map as to where the ideal spot for him is, but I do this a lot.
